Create a DVD photo slideshow using Windows DVD Maker. It can burn both videos and photos and is available on Windows Vista and 7 home premium. (I understand there is a different program on Windows 8.)
Window DVD Maker has a limited set of options, but can make pretty good videos.
1. Start Windows DVD Maker
All Programs → Windows DVD Maker
2. Add Items (Photos)

3. Change The Order Of the Photos (if needed)
Move photes up and down by selecting a photh and clicking the arrows on the menu bar (top of window).
4. Select Options (lower right corner of window)
Set various options.
- NTSC is the North Americal Video format (PAL is European)
- I usually set it for continuous loop
5. Click Next
6. Select A Style
The default style is a good place to start. Try it first.
7. Select Menu Text
I usually remove them because in "Options" I set "continuous loop".
8. Select Slide Show
Modify/add music, picture duation, and transition.
Note: the duration and transition default values are good enough to start with.
9. Select Preview
Preview will allow you to see what you are about to create. Change things until it is exactly what you want.
10. Burn
After all is aready, burn a DVD.
